Mr. Fowler is currently the Director of Training for the Southern California Safety Institute (SCSI). From 2007 to 2011, he was with Transport Canada (TC) as the Atlantic Aircraft Services
Directorate Regional Manager Flight Operations. There, he was responsible for the flight operations management of multiple fixed wing aircraft and the regional Canadian Coast Guard helicopter fleet.
From 1998 to Aug 2007, he was Regional Manager for the Transportation Safety Board (TSB), where he was responsible for the TSB investigations within Atlantic region; during that period, he
was the Investigator-in-charge (IIC) of the MK Airlines B747 accident at Halifax and had significant duties and responsibilities with the Swissair 111 investigation. In 2003, he was seconded
from the TSB to TC Aircraft Services Directorate as the Chief Pilot for a one-year period. From 2003 to 1998, he held positions in TC as Chief, Airline Inspection Division and Chief, Foreign
Inspection Division, with responsibility for the safety oversight of the major Canadian scheduled and charter airlines, and for foreign air operators operating in Canada, respectively.
Mr. Fowler has been a B747 and B757 Captain, and has extensive international experience in both commercial and military flight operations; his additional type ratings include the DA20 (Falcon 20), CV580 (Cosmo), DHC7 (Dash 7), L382 (C-130 Hercules), B767 and DC8. Until retirement from TC, he flew the C550 (Cessna Citation) and C90A (King Air) as a training and check pilot. While in
industry from 1987 to 2003, he held senior Flight Operations management positions with a major charter airline and was also a President of the company’s Flight Crew Association.
In 1987, he retired from the Air Force in after 24 years of service. His military duties included flight standards, flight instructor, military staff officer, flight safety officer and squadron pilot lead. He is graduate of the Canadian Forces Command and Staff College, Advanced Management Course, and the French Language Course. Before joining the RCAF, he was an Air Cadet with 187 Squadron High River, where he was the senior cadet for two years and was fortunate enough to attend the Senior Leader’s Course and spend his last summer as Cadet Drill Instructor.
Today Bill is the current President of the Air Cadet League – PEI.
